The Secretary of the Interior testified before Congress this month that solar energy stops producing electricity when the sun goes down. He said it twice.

THE SIGNAL
On May 13, 2026, Secretary Doug Burgum appeared before the House Natural Resources Committee to discuss the Department of the Interior’s proposed 2027 budget.
Asked about solar energy projects in Nevada, Burgum told the committee: ‘All of these projects you’re describing in Nevada have one thing in common: when the sun goes down, they produce zero electricity.’
Rep. Jared Huffman of California requested unanimous consent to enter ‘this amazing new technology that apparently the secretary is unaware of’ into the record.
It was a battery.
Later in the same hearing, Burgum made the same argument to Rep. Seth Magaziner of Rhode Island.
Magaziner’s response was identical:
we have batteries.
The premise ran twice. The correction landed twice. The premise did not move.
THE FAILURE POINT
The failure was not the first remark.
Leaders say imprecise things under pressure.
The failure was the second remark, delivered twenty minutes later, after an explicit public correction from the first.
The frame did not update.
The signal entered, was processed, and was filtered back to the original position. That is not a knowledge gap. That is a system under Internal Signal Compression operating in real time.
SIGNAL WITHIN THE SIGNAL
Internal Signal Compression is the filtering of signals by the decision-maker under threat response.

Burgum’s second remark is a clean case of selective reception.
The battery correction was not convenient to the argument in progress. The internal system filtered it before the response formed.
The premise held.
The signal did not penetrate.
This is not an energy policy story.
It is a diagnostic of Internal Signal Compression operating in real time at the ownership level.
BEHAVIOR UNDER PRESSURE
Burgum did not ignore the correction.
He responded to it, pivoting to China’s emissions record as a counter-frame.
That response is the tell.
A regulated decision-maker receiving new information updates the model. An unregulated one defends the frame. The move to China’s emissions was not engagement with the battery argument. It was the threat response constructing a rebuttal before the prefrontal cortex had finished receiving the input. The committee room was the window. The window closed twice.
SYSTEM DRIVER - MOS
At the infrastructure level, the cost is not rhetorical.
China added more battery storage capacity in 2024 than the United States and the European Union combined.
US new power generation in 2025 reached 53 GW against China’s 543 GW, with 434 GW of that coming from renewables paired with storage.
When the decision-maker responsible for federal land permitting and energy policy holds a frame that erases battery storage from the equation, the Management Operating System for US energy infrastructure is receiving distorted input at the ownership level.
The fix is not a briefing.
A briefing was provided, on the record, twice. The fix is a structural one: decisions of this consequence require a scoring protocol that separates the leader’s stated frame from observable market data before the policy position is set.
The Internal Signal Compression is not the leader’s private problem. It is the system’s architecture problem.
LEADER DRIVER - INTERNAL OPERATING SYSTEM (IOS) - REGULATE
The regulated version of this hearing looks different.
A leader whose internal system is available receives the battery correction, pauses, and updates: ‘You’re right that storage changes the reliability calculation. My concern is on the scaling timeline and the grid integration requirements.’
That response is possible only when the prefrontal cortex is not running in threat response mode.
The signal that battery technology exists is not threatening.
The signal that the argument just made in a congressional hearing was wrong, publicly, with a physical prop, in front of cameras: that signal carries social threat compounding at a level the nervous system cannot distinguish from operational threat.
The IOS correction required here is not information. It is regulation before the rebuttal is formed.
