Most organizations don’t fail because they lack information.
They fail because they can’t act on what they already know fast enough, with sufficient ownership, within the window the situation provides.
I’ve spent more than a decade inside manufacturing operations, executive leadership teams, and organizational turnarounds watching this happen. The same failure repeats across industries, company sizes, and leadership profiles. The language changes. The mechanism doesn’t.
This white paper formalizes what I’ve observed into seven named laws.
The framework is called Norman’s Gap.
It measures the structural distance between two forces that are always present in every organization:
External Pressure: the speed, intensity, and consequence-level of forces acting on the system.
Internal Regulation: the system’s actual capacity to absorb, respond, and decide within the time the situation provides.
When pressure exceeds regulation, instability follows. That’s Norman’s Law: the foundational principle the entire framework is built on.
The gap between them is measurable. It shows up in organizational behavior before it ever appears in financial or operational outcomes. Delayed decisions. Diffused accountability. Softened metrics. Reactive leadership. These aren’t performance problems. They’re regulation problems. That distinction determines what an effective intervention actually looks like.

Norman’s Law: the structural condition under which instability forms
Norman’s Gap: the measurable distance between pressure and regulation
Signal Compression: the mechanism that hides the gap as problems move through organizational layers
Norman Decision Window: the available time between signal clarity and irreversible outcome
Norman Decision Time: the elapsed time from signal clarity to an owned decision by a named individual
Norman Failure Condition: the precise moment Decision Time exceeds the Window and the outcome locks
Internal Signal Compression: the human-level filter: what happens inside the decision-maker under threat response
Each law is precise, measurable, and independently applicable. Together they answer a question most leadership frameworks never ask:
Can your system carry truth clearly enough, and decide fast enough, to act within the window the situation provides?
